Incident #1
On or about November 15, 2000 I was
witness to a hearing which was held at the P.G.C.
The matter was being electronically
recorded. One Officer Shutter of the P.G.C. was acting as
prosecutor? During the course of the testimony I started to
make a point and Officer Shutter jumped up from his chair
with his hand on his holstered pistol and loudly shouted
vile obscenities and threatening remarks at me.
At the completion of the hearing I
requested to purchase a copy of the hearing transcript as
allowed by law. When I finally received and paid for the
transcript, the section which contained Officer Shutter’s
remarks was missing. P.G.C. Chief Counsel Pouss admitted, in
writing, and with Exc. Director Veron R Ross’s knowledge,
that that section was indeed missing but would not provide
me with a verbatim copy nor would he allow me to listen to
the tape recording. In addition he would not refund the
monies I paid for the transcript.
Their actions were/are a direct violation of the laws of this
Commonwealth.

I filed a Petition for Review in the
Nature of Mandamus to the Commonwealth Court.
The P.G.C. had the States Attorney Generals Office Represent
them.
The Court Ruled in my favor. The
Opinion of Senior Judge Flaherty can be viewed on the
internet Case No 716 M.D. 2002.
The penalties have yet to be ordered. I
will submit that information as soon as it becomes
available.
Incident #2
On September 11, 2003 I was arrested, at gun
point, by WCO officer Darren David. I had recently had
quadruple bypass surgery and asked David to not hand cuff me
behind my back because my heart might into an arrhythmic
heart beat. David said “to bad” he handcuffed me
behind my back and my heart did go arrhythmic and I passed
out. If it had been for the quick action a Riddle Park
Guard, who demanded David release the hand cuffs I would
have gone into cardiac arrest and very likely would have
died. Witnesses say I passed out and fell part way into the
Riddle Park Guard’s vehicle and David yanked me out to
release the handcuffs. To this day I experience pain in my
left wrist and left shoulder socket.
David charged me with code 34-$2711
SSA-10 “Hunting during period of time privileges were
revoked.” This was an absolute false charge since I
possessed a valid hunting license and it was properly
displayed in the center of my back at the time of the
arrest.
I obtained the services of an attorney
who unfortunately was incompetent. He told me to ignore the
charge. The PGC took away my hunting privileges for two
years, even though they sent me a letter affirming I
processed a valid hunting license at the time I was charged
by WCO David. In fact they confirmed that my hunting
privileges had NEVER, at any time been revoked When I
appealed, [without the lawyer] the Common Pleas Judge ruled
against me because I had not appealed within 30 days, even
though the lawyer[??] testified, under oath, that my failure
to do so was entirely his fault. The case is presently
before the Common Wealth Court. I am presenting the case Pro
Se.
